In a video circulating online, the Federal Security Service of the Russian Federation (FSB) reported thwarting a plot targeting a polling station. In a report published on 21 September 2026, the FSB stated that a resident of Donetsk had removed 20 kg of explosives from a cache. An RCIED containing 2 kg of plastic explosive, fuses and a circuit board was also delivered using a UAV to the same individual.
The FSB stated that the perpetrator had equipped a vehicle with explosives, gasoline canisters and shrapnel. The RC VBIED was to be parked near a region’s polling station and intended to function at a location where a large number of people were gathered during the 2026 Russian legislative election. The Russian legislative elections took place between 18-20 September 2026.
