
On 30 April 2026, a number of OWA Liutyi UAVs operated by the Special Operations Unit of the Security Service of Ukraine (SBU) targeted the Lukoil-Permnefteorgsintez oil refinery in Perm, Perm Krai. Reports state that the AVT-4 unit, a key component for primary oil processing, was damaged in the attack. Located more than 1,500 km from Ukraine, the Perm refinery is one of the largest in Russia. It supplies both civilian and military sectors, with a capacity of around 13 million tons per year.
A day prior, Ukrainian Armed Forces UAVs targeted the Perm Line Operations Dispatch Station (LODS), causing a fire. President Volodymyr Zelenskyy described the attack as a ‘completely fair Ukrainian response to Russian terror’. Sources indicate that up to 40% of Russia’s oil export capacity has been temporarily disrupted following recent intensification of UAF UAV strikes at oil refinery locations.
